WinFF also has the ability to "copy" audio streams without encoding this can save a lot of time if it's only video you need processing. crf 25.0 or -crf 22.0 (lower values = better frame quality). The flag for frame quality encoding is "-crf" i.e. I use my own video presets because I prefer frame quality bitrate encoding this produces much smaller files than fixed rate of the same quality. You can convert them into h.264 compatible files using WinFF (an ffmpeg front-end).
